On Klingen Eisenstein series with level in degree two

Summary:
We give a representation theoretic approach to the Klingen lift in
degree 2, generalizing the classical construction of Klingen
Eisenstein series to arbitrary levels for both paramodular and
Siegel congruence subgroups.
